Annie's Attic has it on sale for 99cents. It is actually a pattern in yarn and you use tootsie rolls inside the curlers.

 

I used size 10 thread and a size 7 hook. I love remaking these yarn toys in thread.

 

They have 7 patterns in this book and one is cuter than the other.
