I'll take a look, but I think it is 'clothesline crochet', where you crochet over a clothesline to make sturdy things like baskets and rugs.

 http://priscillascrochet.net/freepatterns.html#clothesline  There is a tutorial but only 1 pattern, a basket and coaster set that fit into the basket, but the coasters don't have fringe as in your photo.

However, I may have been on the wrong track...coasters with fringe comes up on youtube if you search on the underlined, but they don't look as robust in the center as your example.
