Your link looks familiar, I am about 98% sure the consensus was that we couldn't find a pattern quite like that, but there are lots of free halter-top patterns around, you you make the top and add the bust-down widening tube for the dress yourself.  Or, a halter top and a skirt pattern.

Many aren’t.  Just depends on what style you are looking for in women’s crochet dresses  I made one that was a top down, chevron style some years back  Left it short sleeve but could have been long sleeve  I wore it as a home lounge dress
