I saw another ad for the dolls on e-bay which had a tiny insert which looked like they also will have the Wicked Witch and the Good Witch of the North too.

The insert in the photo in that link looks like Dorothy will have a Toto too.

I'll bet a lot of the craftier folks here can simply take a look at these pictures and figure out a pattern of your own.

Those are very cute outfits. I think I would have put them on dolls with different faces than those. Kinda spooky faces.
