User CP > Edit Avatar > Custom Avatar. You can upload an avatar directly from your computer or from a URL.

You're welcome! The option may not have been there. You need at least 40 posts to have a custom avatar. If you have just signed up, even if you had more than 40 at the old board, the database isn't going to recognize your number posts from the old board right away (even if it is showing that number of posts in your profile). It takes a little while to kick in, or one of the admins can force an update.
