Actually it says it fits 8 to 9". The pig slippers I made just like this were a little snug on my size 7 1/2 feet. I don't know how many inches that is. To make these longer, in the slipper part where it says Continue even in sc until work from beg measures 10 ½ ins (27 cm), ending with RS facing for next row, just make this part longer. And don't forget to add the same number of rows in row 4 of the lining where it says Continue even in sc until work from beg measures 8 ½ ins (22 cm), ending with RS facing for next row. In fact, it would probably be better to make the lining first so you know how many rows to add to the outside part. There's about 2" of stuffing between the lining and the outside of the slipper, and it could be hard to judge how many rows to add working from the outside first. They're made separately anyway, so it won't matter which one you do first. I feel like I'm talking in circles, so I hope that made sense.
