I always seem to have a tight beginning chain

This works. Even if the chain is too loose, the stitches in the first couple of rows pulls it into size which is waaay better than the other way around. Just my take, but I'm using bigger hooks for chains.

 

However you hold your hook & yarn, it's harder to hold consistent tension while chaining than doing other stitches.

If your starting row is a basic stitch you could also try a chainless foundation. You can find videos for it on YouTube. I did this when working with a sport weight yarn that was really stretchy. When I chained it the chain was way too loose.
