It's hard to make a recommendation for someone else.  It depends on what you want to be able to do and if you're more comfortable with pictures, written instructions or diagrams.  Some do all three.  Take a look at Amazon's selection.  The reviews will help with what you want.

Well, first of all, you will probably find that you need more than one! :book  Every book is a little bit different in the organization and the way the stitches are presented.  My favorites are ones that include symbol diagrams of the stitches, along with written descriptions.  It is good to have a section that describes the individual stitches and other things like changing color.  I like to check out a book from the library first to be sure I really like it, or at least take a really good look at it in the bookstore.

My favorite is Harmony Guides 300 stitches http://www.amazon.com/300-Crochet-Stitches-Harmony-Guides/dp/1855856387/ref=sr_1_1?ie=UTF8&qid=1431885162&sr=8-1&keywords=harmony+guides+300  and its companion 220 More Stitches which you can see on the same page. They are very comprehensive and include most of the most popular stitch patterns.  the original in this series was Harmony guide to Crochet Stitches http://www.amazon.com/Harmony-Guide-Crochet-Stitches-Walters/dp/0711100284/ref=pd_sim_14_3?ie=UTF8&refRID=05KKWT6BDC0B529QPNC8  and they've now been redone by Interweave http://www.amazon.com/s/ref=nb_sb_noss?url=search-alias%3Dstripbooks&field-keywords=interweave+harmony+guides+crochet+-knit&rh=n%3A283155%2Ck%3Ainterweave+harmony+guides+crochet+-knit

2 books that have a good stitch dictionary section and a wealth of other info are M Hubert's Complete Photo Guide to Crochet and D Kooler's Encyclopedia of Crochet.

Instead of one big dictionary, over time I have collected the four books by Darla Sims. Depending on what kinds of things  you make, they might or might not be useful. I make afghans, so they are great for me. The ones I have had longest and so used most are the shell stitches and wave stitches. The other two are fairly recent acquisitions and so far all I have managed to do is drool over them.
