I was just working with this for a top I'm trying to put together. I think it depends on what weight yarn and what size hook you are working with. You mean decreasing under the armpits and on the side of the bust, right? I found I needed to decrease somewhere around 1/2 - 2/3 of the rows (sport weight, size F hook), but not every row. The best way to find out, though, is to give it a try.

There is no formula you can put to this and get a definitive answer unfortunately. It all depends on how much of a decrease, and hook/yarn size and stitch type. If you only need a slight decrease, space it out over as many rows as you can. If you need a more dramatic decrease then every other row or every third row would be my preference. Another tip, do the decrease, one stitch in from the edge, so do your edge stitch, then a decrease, stitch to the end, do a decrease and then your edge stitch. This will give you a smoother edge to stitch together.
