No, the 76 foundation DCs replace what would have been 78 chains, turn, DC in the 4th and all the rest of chains to the end. 

When you start a row of straight DC with a foundation chain, you chain 2 more than the # of stitches you want to end up with, turn, and make the first real DC in the 4th ch from the hook - the 3 skipped chains 'become' the first DC of the row.

Foundation DCs are never necessary, some people like the look of them better than a foundation chain (I am not one of those people, and only use them to 'work into the air' in the middle of the project).  It is nice to have options, tho.

Think of it this way; a foundation DC is (mostly) a regular DC, with an extra loop made near it's base.  That loop is the spot that you will put the next stitch into; "sort of" like you are making a DC with one built-in foundation chain at the bottom for the following stitch to go into.
