What does 'Rise' mean when making kid's pants?

Okay the pattern I am making is for a pair of soakers and it says for the size I am making, the rise is 18" what does rise mean? I'm thinking it may mean from waist to crotch in front plus from waist to crotch in back and just add the two numbers together, am I right?

The "rise" of a jeans is determined by the distance between the crotch and the waist.
