Welcome to the 'ville, Sherry!  Some patterns will use "PM" to mean "place marker", and "MM" to mean "move marker".  Does that by chance appear anywhere in the pattern?  Is there a "special stitches" section? Perhaps the designer used some different term for markers.

The reason that Bgs asked about the pattern, is that if we can look at the pattern (if it is on the 'net), or a photo of the end item, it might help us help you.  

You mentioned the ruffle is in front of the blanket (interesting!).  Can you tell by looking at the pattern photo what row it looks like they were attached to?  If the ruffle is in the front, that would suggest that there might be rows that were made BLO to leave a loop on the front side of the blanket to attach the ruffles to - this happens in lace doilies where there is surface decoration.

This pattern's description mentions the construction I described, working every 5th row in the back loop.  I found other patterns with front ruffles, but rather than looking at all of them to find the word 'marker' let us know which one you are referring to so we can give you a specific answer to interpret your pattern's wording and line numbers affected.
