Can anyone tell me what is 3 sc into the first stitch and treble crochet

You can make several stitches into one stitch.  You literally make 3 sc into your first stitch of previous round.  Make 1 sc in the next stitch.  Make 2 sc into each of the next 4 stitches.

I am not seeing anything about treble crochet.

inc means make 2 stitches into 1 stitch otherwise it should specify as it did when it said to make 3 stitches into one stitch.

[inc] *4 is telling you to make 2 stitches into each of the next 4 stitches

(12) is your stitch count for the round

The thing you didn't mention is what made me blink right at the beginning - "Mr".  That undoubtedly means 'make (an adjustable) ring' or 'magic ring ' .
