"TR below" by itself identifies the type of stitch you are supposed to make the next stitch into , and where it is.  The instructions should tell you what sort of stitch to put into the treble below. 

Usually I've encountered this sort of wording when the assortment of stitches in front of you in the row below are different (say a chain space, treble, chain space) and in this example it would be telling you to skip the chain space and work (some stitch that it specifically tells you to make) into the treble.  Example, it could say 'chain 5, slst into the next treble below' if it is a lacy pattern.
