I agree with Bgs, but also that this line took me a couple of readings to make sure what it meant. 

It's like that grammar teacher's joke explaining why commas are important -- "It's time to eat, Grandma"  versus "it's time to eat Grandma" (eek!).

So 1 hdc goes into one stitch, then there is a comma, and hdc inc with no comma between the hdc and the inc, meaning hdc inc is 1 transaction going into 1 stitch.
