"and in next 2 chs",  means 

dc into next ch and then

dc into next ch 

"chain 2"  literally means after completing the above dc make 2 chains

this is often done to make a space or extension depending on the following instructions

^ what she said, and the craft yarn council pages are a really great resource, you really need to understand everything on the page she linked; there are other pages on that site with other great info, like yarn &  hook size into.

I'm guessing you are a beginner?  When you make some stitches (like the DCs in your pattern), and then some chains - the chains are just made 'in the air'.  You can't make a chain in another stitch.  If you chain 2, often you will also skip a stitch or 2 in the row below (or skip chains if you are working into the foundation chain) to make a decorative eyelet or filet open space;  it could also be a turning chain if your row is only 2 stitches.
