Not quite it, it's granny triangles but you could choose colors to make it come close.  To attach them bunting-like, make as many triangles as you want, then start a chain, work the length from one tie-end to the first triangle, slipstitch across the triangle, chain x to cover the space between triangles, and so on, ending with a matching tie-chain length at the other end.

Also not quite it, but would work for the 3 circular rounds of the center in your photo; look at the photo, the 'granny' stitches beyond the 'flower' on the tie-chain side of the triangle are short, probably SC until you get to the corners, then the corner stitches get longer, longer longer to form the point - possibly (US) DC, Treble, Dtr.
