in your pattern, the symbol that is like a V with an x inside it is an sc increase, make two sc in that stitch.  The one like an upside down v with an x inside is a decrease, or sc2tog (sc two together).  Tutorial https://www.fiberfluxblog.com/2015/02/how-to-single-crochet-two-together-or.html

I think it is making something in two colors, the inner part with the outline around it is a different color.  Tell me if that much makes sense, and I can go on and tell you how I think it is done.  

Also, do you understand all the stitch symbols, the chain, slip stitch, increase and decrease?  The book probably has a key to help with that if needed.

Hmm well still I think the outline means you make the inner piece first, then border it.  Otherwise I have no idea why the outlines are shown. 

Can you tell us the name of the book, or the ISBN .  Also how the specific pattern is identified, the name of it if in English, or the pattern number or page number.

hi sorry for the late reply, the book is a crochet book for the mobile game "neko atsume" and it's in japanese
