Help: Pattern Measurements

Question

I don't crochet many pieces of clothing other than baby layettes and accessories but I like the pattern for: 

Paton's Girl's Playground Cardiga.   Size 6 (yellow #'s) is what I'm interested in making.

 

Can someone please explain all the lines of numbers around the body of the sweater? I understand the 2 lines of numbers on the right side of the main body, but, what do the numbers on the left represent?

Hope I'm clear enough.

It's nice that they're color coded like that in the written and schematic pattern.  

 

On the right are 3 sets of numbers:  for yellow size, neck 'dip' is 2.5", sleeve indent is 5", armpit to hem is 9.25"

 

So, not counting the neck indent, the sleeve top to hem are 5" + 9.25"=14.25", which matches the top to bottom number on the left of 14.25")
