I just ckecked my book called knit 1 purl 2.  It looks like a reversed stocking knit.  With this you only use one loop.

 

Your yarn goes in the front for the knit stitch and in the back for the purl stitch.  You will purl one row into front loops and knit the next row in the back loop.

 

Bendy, whose book this is, is on here, if you need more info, than that, or am still having trouble, give her a shout.  I am just learning this, so I am a little slow at it.

it's garter stitch, which is the simplest way to knit, so if you were thinking about learning to knit, this would be really simple to make.  to get the same sort of look in corchet, i would use a fine yarn, maybe a sport weight, and do single crochet in the back loop.  that will give the little ridge effect.

I don't do too much Tunisian crochet, but you might try a swatch alternating a row of Tunisian Knit with Tunisian Purl and see if it looks close. 

 

Like Kathy said, in real knitting garter is all knit stitches (no purls) working in rows (turning), but is 1 round knit, 1 round purl if you are working in the round (not turning).

 

With Tunisian you don't turn, so you'd need a row of knit and a row of purl to look like garter.
