I would think so! Not sure how the holes for the drawstring would work (if they would felt together) so I'd probably put some yarn or cord that won't felt in it before washing.

Or you can cut the holes after felting. Either way would work!

You can felt it if you use wool. Put a drawstring in the holes before felting and let the drawstring felt with the bag. I have done it and it works fine. I really need to take some pictures of my purses.
