Are you still perplexed? I noted Kathy posted a link to a pattern she thinks might be the one causing you problems. Is her link to the right pattern? Looking at what you are looking at gives us a much better shot at helping you.

^ What she said.  This will make the bobble 'pop out' more, because it will be made on top of the front surface of the row below your current one.  The pattern had you leave the chain space 2 rows below on purpose, to work this bobble around it 2 rows later.

If you are a beginner, have you ever worked "into" a chain space before?  Normally this means to work around the chain space, by sticking your hook "in the air" under the chain, and form the stitch around the chain like you would stick your hook under the 2 loops of a "regular" stitch and make a stitch around those 2 loops.
