If you have a shop like "Kinko's" around, they would punch holes whereever you would like them to in almost any kind of item.

 

I was thinking you could take the binders; have one on the bottom and then one on each side, so that they would all be "stiff." But depending on the heaviness of your binders, it could get REALLLLLLLY heavy....

you could crochet the bag kinda like a book cover and slip it over the ends, then crochet the gusset and strap handles ...

Just wanted to suggest nylon yarn - if you're wearing out bags often, you might try it. The nylon holds up really well.
