HELP! How do I dc in a chain 3?

rnd 2: ch 3, 1 dc in same st, 2 dc in each st around (24). join

I don't get the part in italics! Maybe I just didn't get enough sleep but....?

The chain 3 and the 1 double crochet will count as the 1st set and then in the remaining you will do 2 dc. So wherever you are doing your ch 3, which is your turning chain usually the same stitch in which you made your 3 chains, you will make your dc there. I hope that makes sense. You will not be making your dc in the ch 3 b/c the ch 3 counts as your first dc. The 24 means that when you end that row, you will have 24 2 dc sets. I hope this makes sense. If not, I will try to explain better.

:cheer You are doubling the number of stitches from the first row.

If you did not work the your first DC into the base of the CH3, you would end up with only 23 stitches.

You can, if you wish, go straight to the 2DC into next stitch and add the last DC into the place you normally avoid at the end of the row. This gives you a straighter join on your circle.

It may mean you have to adapt other things later in the pattern but it should work fine.
