This is just the image and I don't want to violate Ning's copyright so I'll just give you the very first bit but basically I am not sure whether or not after the second round (starting the third) you simply start in the top of each shell and have 21 shells for the whole pattern or what really I just have no idea.

 

Here's the start

 

2. Shell: (2 dc, ch2, 2 dc) in indicated st.

Skirt

Start from chest.

Ch90, join with sl st to beg ch to form ring.

Make spaces for ribbon woven in: ch5 (counts as 1dc and ch2

space), [skip next 1 ch, dc in next ch] 9 times, [skip next

2 chs, dc in next ch] 2 times, [skip next 1 ch, dc in next

ch] 18 times, [skip next 2 chs, dc in next ch] 2 times, [skip

next 1 ch, dc in next ch] 8 times, [skip next 2 chs, dc in

next ch] 2 times, ch2, join with sl st to 3rd ch of beg ch5,

42 space made. Continue to make lower part of dress.

Work downward from 42 sps just made.

Rnd1: ch3, dc in same st, ch2, 2 dc in same st, [ch3, skip

next (ch2,dc) sp, shell in top of next dc] around, ch3, join

with sl st to top of beg ch3, 21 shells made.

Rnd2: sl st in 1st ch of ch2 sp, ch3, dc in same ch2 sp, ch2,

2dc in same ch2 sp, [ch1, skip sc in next ch3 sp, ch1, shell

in next shell] around, ch1, sc in next ch3 sp, ch1, join with

sl st to top of beg ch3.

Rnd3,4-Rnd13,14: repeat Rnd1,2. Fasten off.

yes, you will just work shell in shell for all the rounds of the skirt. . The drawstring ribbon causes it to look like it increases but that is just gathering.
