its wool yarn .. well you can needle point with c otton floss too.. but needle point yarn is generally a wool yarn in small hanks ...

it's also spun slightly differently, less tight, so the singles tend to split apart if you try to knit/crochet with them. You can work with them, but it'll be a little different than what you're used to. But they have some fantastic colors, so it's actually used a fair amount in scrumbling.

 

If you've seen the little tiny skeins of colorful yarn that look similar to this, that's what it is:
