pattern problem?

I don't understand this pattern. Could anyone please help me?

What, exactly don't you understand??? I agree that this pattern is not written too well but if you know how to do the popcorns and stitches that are there it seems to be self-explanatory...

 

The only part that I'm personally confused on is the "98 ctr" part of row 1. You may want to e-mail Madeline and ask her personally. The link to her e-mail is at the top of the pattern page...
