Truthfully it could be the yarn or thread you are using.  2.5mm is a D.  If you are looking at the number hooks you could try a 1 or 2, But they are for thread.

Sometimes it only take the change of the thread or yarn.  Just my opinion.

I am going to  assume you are in the US since your profile doesn't say, and UK info would be different.

Per that chart, the 3.5 mm hook is size 00, which is the same size as a size E yarn hook https://www.craftyarncouncil.com/standards/hooks-and-needles.

Looking at Aunt Lydia's size 3, it suggests a gauge of : Crochet Gauge: 4" x 4" (10 cm x 10 cm) 16 dc and 21 rows with a 3.25/3.5 mm (U.S. D/3 or E/4) crochet hook, so I am guessing that might be the size of thread the pattern is asking you to use?  If you are using some other combination, it might explain why you aren't hitting gauge.  On the other hand, I've run into designers with VERY different stitch tension than mine, and I've had to change hook sizes considerably to get a reasonable result.
