Tigger pattern

The tigger I'm stuck on is the Leisure Arts Pooh & Friends. I've finished the jaw, muzzle, eye area and stripes.  Now I cannot understand  where to start to do the face border. Please help.

I should have thought of that (in general, not for that pattern).  I stopped subscribing to a certain US crochet magazine 10 or so years ago because the tech editing was so bad I was doing more 'winging it' from the photo than following the pattern, or waiting months for the errata so I could actually follow the pattern.
