Ruffle stiches for Shrug

I'm looking for suggestions on stitches to use on the collar/cuffs fo Mrs. Who's shrug. I don't know any "ruffle stitches" yet so anything you can suggest will be helpful. Thanks!

On mine, which isn't a ruffle but a bell sleeve, I did V-stitches around, (dc, ch1, dc) for a couple of rounds, then did a round of (2dc, ch 1, dc). Then did a couple of rounds of (dc, ch2, dc) and then one more round of (2dc, ch 1, 2dc). I'm very happy with the results.
