Do you know this stitch?

Hello, I hope someone can help me figure out what this stitch is. It is the border on babies hat and ruffle on the pants, I know they are knitted but I feel this is a crochet stitch that's been added.

I've seen it before but the brain isn't working with me..

Aww, so cute!  Looks like a shell stitch.  There are lots of variations, but this one either

*3 DC into 1 knit stitch, skip 1 knit stitch, sc or slst in the next knit stitch, skip 1 knit stitch repeat.

or

*5 DC into 1 knit stitch, skip 2 knit stitches, sc or slst in the next knit stitch, skip 2 knit stitches repeat.

I'm using US terms, if Canada uses UK terms then sub treble stitch where I've said DC, DC where I've said SC.
