Pattern help

My pattern states working in front of next sc, dc in free loop of sc one round below, skip next sc,.  I understand the part up until the skip next sc.  Do I count the sc behind the dc and skip that one.

Both of the 'next sc' that I highlighted are the same stitch.  Your assumption is  correct; because you are putting 1 stitch 1 row below the next stitch, instead of into the next stitch, you need to skip that 'next stitch' (because you have "used" the space it takes up) and continue with the stitch that follows it.  If you don't skip it, you will have increased a stitch, which will (probably) cause problems later.
