New to this...

Pattern reads:

Beg. At heel, ch 4.

1st row: (RS). 1 sc in 2nd ch from hook. 1 sc in each of next 2 ch. 3 sc. Turn.

 

Question: how do I (3 ch) if there is nothing left to crochet into?

The last item is simply a count total for the row.

 

1 sc in 2nd ch from hook. 1 sc in each of next 2ch, [TOTAL OF] 3 sc in that row

 

If it then says ch 3 that is the turning chain it is not done into an exisitng stitch.

Right. You can't chain into a stitch, you can only chain into "the air".

 

The turning chain brings your yarn up to the stitch height of the next row.
