How long should a dress be?

I have google/searched hi and low...and still can't find a set answer..When making baby dresses how long should they be from top of the neck line to the Knee???I don't like dresses that just cover the bottom of the diaper!! I think it looks tacky as well I have seen lots of dresses patterns that are above the diaper like a long shirt why? Hope some one can tell me the answers to length and the other questions I randomly asked....

#3 on the following chart is the measurement from the neck to the waist.  I would triple that for dress size.  (1 for neck-waist, 1 for over diaper, and 1 for down to knees)  If that doesn't look long enough, then use 3.5x or 4x.

Baby proportions are very different from adults, their torsos are much longer than their legs, where for adults it's the other way around.  It's not a great distance from baby crotch to knee, and the diaper makes dresses flare out which compounds things.

There are a lot of patterns for diaper covers that are meant to be seen, many have frilly bottoms etc.  If the short dresses bother you, maybe you could make a matching diaper cover to go with the dress?  Some free ones below:

Thanks for your suggestions right now I am making them about 14 inches as I prefer then longer them a onesis crotch length which from neck to crotch is showing it at around 13 inches....

That sounds like a good length!  The other thing you can do is grab your tape measure and go to a store.  Find what you think is a good length and measure it.  I've gone to the local Salvation Army to do this, because the selection of styles is better and you don't get strange looks.
