i would first try the 5mm as listed in the pattern.  

 

if you need to try different hooks to achieve the gauge, remember that a larger hook makes larger stitches, so there are fewer of them to an inch.  Smaller hook makes smaller stitches so there are more to an inch.

 

also be sure to make your gauge swatch bigger than 4"/10cm, because the edges may not represent the true gauge.  So make about 20 or so sts and measure the center 4".

Ignore the yarn label.  

 

And, no one can say if an H hook will work for YOU, because we all have different tensions.  Your tension might perfectly match the designer's tension with an H hook, or if your tension is looser or tighter you might have to go down or up a hook size or 2 to match the designer.

 

If your 14 sc are wider than 4", try a smaller hook.  If your 14 stitches are less than 4", try a bigger one.

 

It's also a very good idea to make a swatch bigger than, in this case 14 stitches and measure 14 stitches inside the swatch.  Sometimes the tension at the edges aren't quite the same.  If you are making something big, like a sweater, a fraction of an inch

difference in stitch gauge can throw you off by a few inches in the end product.
