Blog Button Link Help

LOL Im so happy I finally figured out how to put the buttons on my blog but now I would like to link some of them to places so the question is HOW?

 

I use photobucket which automatically gives you the codes for the pics and buttons but in the html code where do I put the link url in the first place or the second place in the url. Example below

This is the whole html code for the secret pal2 button on my blog but if I wanted to say link it to the secretpal2 forum would I change the 1st line or the second

 

Im thinking its the 1st
