need help understanding directions

i am knitting my first baby sweater from baby knits for beginners by debbie bliss. all has worked wonderfully until the sleeves.

 

it reads...

 

"beg with a p row, work in st st and inc one st as before at each end of every foll 4th row."

 

my question is, do i increase every 4th row or every row following the 4th row?

I take that to mean every 4th row.........

I agree with CDBear. That's a pretty standard increase.

The purl row you are beginning with is Row 1. The 4th row, a knit row, is the one on which you increase. Then the 8th row, 12th row, etc. They had you begin w/a purl row so that you could increase on knit rows.
