Hook case pattern error?

I have been trying to use this pattern to make myself a case for my hooks:

I kept having trouble with it and have spent MANY hours on it and frogged it repeatedly. Here's the latest problem -

 

The pattern says

 

Rows 16-28: Repeat rows 2-13; ch 2 at the end of row 28. (Place marker 3

in a front loop of row 28 to mark row.)

Well, 2-13 is 12 rows, whereas 16-28 is 13 rows. I am having trouble figuring out how I can fix this pattern. I thought about just dropping everything by one row, but now I don't know. The yarn is getting kind of sad, and I'm considering just scrapping the whole project and using a different pattern entirely. This is my favorite of all the ones I've seen, though, so if I can salvage it (I've got most of the inside made - I had part of the outside too but that's when I first noticed the problems) that would be great.

 

I will probably experiment with it some now as I'm an impatient person but I'd love to hear what you all have to say.

Ugh. Got frustrated and frogged the whole thing so I'm off to try the pattern from Sarah Ann's crochet works http://www.sarahanns.com/crochetworks/case.html

 

but I would still love to hear if any of you think that either a) there's nothing wrong with Priscilla's pattern or b) there is and it can be fixed.

I looked at that pattern and agree that there is a typo there somewhere...or some type of error.

 

I am going to guess that it should end at Row 27, not Row 28 and that she just mislabled the rows on down.

Unfourtunately I am not home right now, but I have made this case twice. There is an error. I can't remember how I fixed it. Honestly I don't even think I know what I did. Sorry for not being much help. I plan on making one for a co worker when I figure out what I did I'll post.
