problems reading a pattern

I have a pattern for a crochet edging on a handkerchief. I was able to do this about 9 years ago and now am stuck. I don't understand what they are telling me to do on the third row. What do I need to do to get your help?

Be really specific about your problem. I'd probably describe rows 1 and 2, and then write out row 3 for the benefit of those who will try to help you. Explain what happens when you try to do that row.
