making a doily

Might be a stupid question, but when making a doily, if it says chain 3 (counts as first DC) DC into loop of chain 4 space 19x does that mean 19 (total of 20 counting first DC) into the hole after you join the first chain 3 with a slip stitch. I'm sooooooooo confused. Thanks ahead of time.

If I am reading this right. You will dc 19 times into the chain 4 space, so you will have a total ow 20 dc's in each ch4 space.
