hello. i am confused on round 7 

I am attaching the pattern directions. 

They say to chain 3 then skip ch1 and 1sc 

im not sure what that means. skip making the 4th chain? 

any help appreciated. thanks!

I'm reading the part you highlighted as: in the prior round (round 6), right ahead of you at the point you chained 3 (which is the start of a 3-chain space) , there is a chain-1 space and a SC -- it is telling you to skip the underlined stitches, and then SC into each of the 4 stitches that follow them.  This closes the newly made chain-3 space with a SC and makes 3 more SCs beyond that.
