Unknown stitch on Grandmother's shawl

I do not recognize a long marrow stitch in a very old shawl made by my grandmother in Europe over 60 years ago.  I have pictures of the front and back side of the stitch.  Any help would be appreciated.

Hi Rina2, welcome to the 'ville! 

I'm stumped.  It made me think of a Jacob's ladder concept, with a  ladder that was too wide to be completely 'laced up', but the vertical stitch loops are so much looser than the horizontal ones, that is probably not it.  I hope someone else comes along that can help!

I could be way off base but it strikes me as a chained overlay worked upwards over those connecting chains.
