Christmas Stocking Heel

I am following the red heart/yarnspirations pattern for "Holiday Crochet Stocking" & I am having a lot of trouble with the heel section of the pattern. It calls to sc 15, sc2tog, sc 1. Then goes on to sc 9, sc2tog sc1, next row is sc 10 sc2tog sc1 & then 11, 12. Etc.... but when I get to the sc 10 sc2tog there isn't anymore stitch to sc2tog... what am I doing wrong!? Thanks!

Those sts left remaining will be used in those rows.  Sc2tog will be on the row your working on and then row below of unworked sts and final sc. turn. Repeat. 
On the photo where my hook is resting would be 2 inches of heel. Above that is the decreases of row 1-8.

This video shows the heel worked just like in your stocking.  Time marked where you can just move to heel section.
