Pattern Question

  I just started working on this pattern. https://www.yarnspirations.com/caron-crochet-stair-step-shawl/CAC0126-031689M.html?cgid=patterns

I just finished the repeat last 2 rows (Rows 4 and 5) 2 more times where it says there should have 19 stitches. I have 18. I don't know where I missed a stitch in this row or if it was a previous row. 

Any help would be appreciated!

row 1 ends with 5 dc total

row 2 ends with 7 dc

row 3 ends with 4dc and 3 spaces

row 4 ends with 11 sts.

Is that your count before repeat?

Yes that's my count.

( I started my sample on row 2 with 7 sts) On the first repeat after row 5. (6dc and 5 spaces)  

I have 21 st total.  Next row 11dc and 10 spaces.

I would follow the sequence of solid/open and leaving the 6 sts unworked every x rows per photo.  Beautiful shawl.  I made one in sock yarn years back, different pattern.
