Is there a specific part you do not understand?

148 dc and 4 ch-1 sps at end of 11th rnd.    This is the stitch count for your round

Somewhere in your pattern there should be instructions on making a v stitch.

Break the pattern down into small steps and write it out longhand if you need to----write instructions out for making v-stitch where it just says v-stitch.  You do the entire sequence within the *'s 3 times so you could write

Ch 3

1 dc in each dc to ch-1 sp of next V-st

V-st in ch-1 sp of next V-st

1 dc in each dc to ch-1 sp of next V-st.

V-st in ch-1 sp of next V-st

1 dc in each dc to ch-1 sp of next V-st

V-st in ch-1 sp of next V-st

1 dc in each dc to end of rnd

You will do this for 10 rounds.  Here are a couple of links explaining v stitches and ch spaces.
