Post stitches can be made in all sorts of places below the current row.  They can be made into (around, technically) other post stitches, too.  Just do exactly what it says.  

Post stitches are often made out of order, and cross each other for example to make cable stitches.  You would only ever not do this if you were making vertical columns of raised stitches*.  Example, if you made a cable that was a total of 4 stitches, 2 stitches would cross over the other 2 stitches.

*edit, or a piece with diagonal raised stitches that never crossed each other, like all on the same slant or diamond shapes.
