Need help with a crocodile hat earflap

I need help with this earflap - I’m not certain if I’m over thinking this or what - I can get as far as row 2 (I think) but then I get confused.  In row 3 I CH 4 , but then where is this beginning stitch? Is it the beginning stitch of the CH4?  Somehow I’m suppose to 2 more V stitches her but I don’t know how!  See pic

You finished row 2 and then chained 4.  Your chain 4 is coming up from your last stitch in row 2 and is your beginning chain to start row 3.   Now you make your dc into same stitch as your beginning ch which is the last stitch of row 2.
