Thats a common problem or at least it has been for me.  I like to make nice tight chains and when I work back across my stitches tend to be fatter than the chains.  It helps to make your chains using a larger hook than what you are going to actually use for your rows.  I have learned to not pull my chains so tight but I have to really watch myself.  Another option would be foundation stitches.
