Rd 11: Sc 18 (18)
Rd 12: Sc 16, inc 2 (20)
Rd 13: Inc 2, sc 18 (22)
Rd 14: Sc 2, dec, inc 3, sc 8, inc 3, dec, sc 2 (26)

I would read 'inc 2' as 'inc in each of the next 2 sts'  (normally just 'inc' means 2 sts into 1, if it meant 3 or more it should say so).  You had 18, added 2 so now have 20.
