Unsure what pattern is telling me

Question

row 3: CL over next 3 dc, ch 2; *CL over next 3 dc, ch2; rep from * to turning ch, dc in 2nd ch of turning ch. ch 2, turn. 
 

row 4: *3 Dc in top of next CL; repeat from * to last st; skip next 2 ch of ch-4, dc in next ch. Ch 1, turn. 
 

i have no idea what row 4 is telling me to do. Do I do 3 dc in one stitch? If so, where is the top of the chain? Do I do 1 dc in 3 stitches? I’m also not sure where this skip 2 of ch4 came from. What chain 4?

Welcome to the 'ville!  

The beginning of R4 is indeed starting out by saying to make 3 dc in the stitch that closed the last cluster in R3. 

When working R4, you start working into the end of R3, toward the beginning of R3, right?  Reading R3 'backward', there is no mention of chain 4 at the beginning of the round --  however it would make sense if R2 ended with a chain 4, did it?
